TITLE: Building Inspector
DEPARTMENT: Planning
REPORTS TO: City Planner
EMPLOYMENT STATUS: Regular Full-time, Non-Exempt
SUMMARY:
Ensures buildings within the City comply with local, state, and national building codes, zoning regulations, contract specifications and safety protocols.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Reviews all building plans and permit applications; ensures that permits are properly issued.
- Conducts field inspections from foundation to finish of construction.
- Enforces compliance with city ordinances pertaining to land use regulations.
- Inspects buildings for commercial use and approves issuance of certificates of occupancy.
- Serves as staff liaison for the Plumbing, Electrical and Building Standards boards and attends meetings as needed.
- Assists with code enforcement issues and stormwater issues as needed.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
- Ability to understand and interpret city ordinances.
- Possess a good working knowledge of construction, plumbing, and electrical installation as well as building, plumbing, electrical, HVAC and fire codes.
- Knowledge of how to read building plans and interpret building, plumbing and electrical codes.
- Ability to identify codes that are outdated and revise and rewrite codes in compliance with city ordinances.
- Good oral and listening skills and ability to communicate effectively with the public.
- Demonstrates sound judgment with the ability to balance openness, fairness, and decisiveness.
- Ability to gather relevant information and make reasonable decisions in compliance with applicable governmental regulations and seeks guidance when appropriate.
- Works independently with initiative while contributing effectively as a part of a team.
QUALIFICATIONS, EXPERIENCE, AND/OR TRAINING REQUIRED:
- High School Diploma or GED.
- Employment background with licensing in one or more of the trades regulated by the City of Poplar Bluff.
- Ten years’ experience in or with all phases of building construction.
- International Code Council (ICC) certified in residential and commercial building codes (or the ability to test and become certified within 12 months of hire date).
- Ability to stay current in the fields of plumbing, electricity, and construction to remain abreast of new requirements and codes.
- Possess knowledge of Missouri’s laws regarding public property rights.

Residency requirement: must live within Butler County, or in the adjacent Missouri Counties of Ripley, Wayne, Carter, Stoddard and Dunklin, but not more than forty-five (45) miles from the Butler County line.
